That’s “The Critic” from the creators of The Simpsons. Jon Lovitz voiced a critic who hated everything. It was very funny. In two seasons it got canceled on two networks, which is I think the only time that has ever happened.
It took me forever to find this clip, but it was the first thing I thought of when reading that article.
